Climate policy is back at the top of the global agenda. The European Union unveiled its proposal for a carbon border adjustment mechanism (CBAM) in July, and national policy debates have picked up speed in the United States, Canada, and the United Kingdom. In the run-up to the 26th UN Climate Change Conference of the Parties (COP26) and at a time for urgent climate action, this issue is quickly becoming a hot topic at the intersection of trade and climate policy.
What are the opportunities and challenges presented by different approaches to CBAMs, and can they be brought together in a plurilateral or multilateral framework? What impact will these measures have on international supply chains and, more broadly, on the sustainable development priorities of developing countries? Are there alternatives for addressing carbon leakage risks, while at the same time greening trade at home and abroad?
